Response to Executive Order Criminalizing Homelessness

Dear Friends of La Casa Norte,

At La Casa Norte, we believe every person, regardless of housing status, deserves dignity, safety, and the opportunity to heal.

We are deeply concerned by the recent executive order that proposes institutionalizing people experiencing homelessness and cutting off support for proven solutions like harm reduction, Housing First, and voluntary care.

Instead of addressing the root causes of homelessness, such as the lack of affordable housing, accessible mental health care, and supportive services, this order seeks to punish people simply for being unhoused.

We reject the false narrative that equates homelessness with criminality. Our work alongside thousands of youth and families each year shows us the truth: when people are given housing, access to care, and community support, they thrive.

This order does not make our communities safer. It puts the most vulnerable among us at even greater risk. We are calling on elected officials, funders, and fellow service providers to:

- Defend evidence-based solutions such as Housing First and harm reduction

- Reject the criminalization of homelessness and uphold human rights protections

- Invest in care, not punishment, by expanding supportive housing, trauma-informed mental health services, and accessible community-based treatment

The power of housing is about creating hope, healing, and opportunity, and we remain committed to providing that for the youth and families we serve.

We invite you to stand with us, and with nonprofit providers across the country, who are building a future rooted in care, not criminalization.

With gratitude and solidarity,

Jose M. Muñoz

CEO, La Casa Norte
